Project Team

The Second Kampala Institutional and Infrastructure Development Project Team comprises of directly recruited project specialists to implement the project alongside KCCA technical staff. Furthermore, aspects of the project such as road and drainage designs and construction are supervised and executed by contracted firms.

 

Charles Tumwebaze, Project Coordinator, KIIDP

CHARLES TUMWEBAZE is the Project Coordinator for the Kampala Institutional and Infrastructure Development Project –KCCA.  Charles has over 20 years’ expertise in leading complex and dynamic projects and organizations. He is an expert in strategic planning, project management, research and development.  Before taking up this position, he led and coordinated all projects implemented by KCCA with joint funding from Development Partners and the Government of Uganda. He too spearheaded initiatives at Uganda Revenue Authority. Charles is also an accomplished Academician and Researcher and has won several international accolades.  Charles Tumwebaze holds a Master’s Degree in Business Administration from Edinburgh Business School, Heriot Watt University – Scotland.  He too holds another Master’s Degree in Agricultural Economics, plus a Bachelor’s Degree in Agricultural Economics and Management from Makerere University.  

Jacob Byamukama, Manager Roads & Junctions, KIIDP

JACOB BYAMUKAMA is a registered Engineer with 18 years’ experience.   He is the Contracts Manager for Roads and Junctions at Kampala Institutional and Infrastructure Development Project –KCCA. He too is an Acting Deputy Director for Roads Management at KCCA. Jacob is responsible for planning and implementing sustainable urban transport initiatives. He previously worked for the Local Government of Uganda as a District Engineer. He too served as a Transportation Consultant for over 8 years, and he also worked in Scotland. Jacob Byamukama has a Master’s Degree in Transport Planning and Engineering from the University of Leeds, and a Bachelor’s Degree in Civil Engineering from Makerere University.

Stephen Kibuuka, Engineering Project Management Specialist, KIIDP

Stephen Kibuuka is an Engineering Project Management Specialist with 27 years of experience. He is responsible for supervising technical operations of the project as well as handling contract management related issues. Before joining this project, Stephen was a Managing Director Essoko International Ltd, Project Consultant for Icelandic International Development Agency. He too was served as a Senior Civil Engineer with National Housing & Construction   Corporation, Uganda, and has led several key civil engineering works. Stephen Kibuuka holds a Master’s Degree in of Engineering studies from the University of Sydney, Australia, and a Bachelor’s Degree in Civil Engineering from Makerere University.

Beatrice Magumba, Transport & Traffic Engineering Specialist, KIIDP

BEATRICE MAGUMBA is a Transport and Traffic Engineering Specialist with 10 years of experience. She is responsible for supervising transport projects in the City and reviewing designs and technical reports. Before joining this Project, Beatrice was a Senior Engineer with WSP-Parsons Brinckerhoff, a global technical consultancy firm in the United Kingdom. Beatrice Magumba holds a Master’s Degree in Transport Planning and Engineering from the University of Leeds, and a Bachelor’s Degree in Civil Engineering from Makerere University. She too is a Chartered Engineer.

David Semugooma, Highway Engineer, KIIDP

DAVID ROGERS SEMUGOOMA is a Highway Engineer with over 20 years’ experience.  He is responsible for reviewing engineering designs generated by other consultants, support in contract management, supervision and quality assurance of city road construction under Kampala Institutional and Infrastructure Development Project –KCCA.   Prior to this assignment, David handled mega highway construction in Uganda as Team Leader and Head Engineer for roads and rail at COWI, an international engineering firm. David Semugooma holds a Bachelor’s Degree in Engineering from Makerere University, and several post graduate qualifications. He is registered with the Engineers Registration Board of Uganda.

Bruce Rukundo, Environment Management Specialist, KIIDP

BRUCE RUKUNDO is an Environmental Management Specialist with over 12 years of experience.  He is responsible for monitoring and reporting the implementation of environmental and social safeguards in  Kampala Institutional and Infrastructure Development Project - KCCA.   Prior to this position, he executed several environment and natural resource management assignments.  Bruce Rukundo holds a Doctorate and a Master's Degree in Land Management and Tenure from the Technical University of Munich (TUM), Germany. He also holds a Bachelor's Degree in Environmental Management from Makerere University, Kampala.

David Kyaddondo, Social Development Specialist, KIIDP

David Kyaddondo is a Social Development Specialist with over 20 years of experience. He is responsible for ensuring that communities in the project area safeguarded against social risks for sustained livelihoods.  He too guides the project regarding resettlement and acquisition of the Right of Way. Before taking up this position, David served on several development projects funded by national and international agencies such as the World Bank, African Development Bank, European Development Bank and the Uganda National Roads Authority. Dr. Kyaddondo is also a senior academician, having lectured in Makerere University for many years and has several publications in peer reviewed scientific journals. He has a Doctorate  in Social Anthropology from University of Copenhagen, Denmark, and a Master’s Degree in Medical Anthropology from the University of Amsterdam, and Bachelor’s in Social Work and Social Administration from Makerere University.
 

 

 

 

Morris Orwenyo, Engineering Officer, KIIDP

MORRIS ORWENYO is an Engineering Officer with the Kampala Institutional and Infrastructure Development Project –KCCA. His work involves supervising and monitoring roads and drainages and ensuring contractor’s adhere to contractual requirements. Prior to this, he was an Engineer with Uganda National Roads Authority. Morris holds a Bachelor’s Degree in Civil Engineering from Makerere University plus a Postgraduate Diploma in Project Planning and Management from Uganda Management Institute.

Agnes Biribonwa, Communication Specialist, KIIDP

AGNES BIRIBONWA is a Communication Specialist at Kampala Institutional and Infrastructure Development Project –KCCA. She is responsible for designing, packaging and disseminating project information. She too is in charge of social accountability to ensure that the project shares information, receives and responds to feedback from communities in the project area. Prior to this assignment, she worked for several national and international development agencies.  Agnes Biribonwa holds a Master’s Degree in Public Communications from the American University, Washington DC, USA, and a Bachelor’s Degree in Mass Communication from Makerere University.

 

 

 

 

 

 

Development partners
