Standard Invitation to Bidders: Construction of Batch 1B Roads in Kampala Capital City Authority under GKMA-UDP

1. The Government of Uganda through the Ministry of Kampala Capital City and Metropolitan Affairs (MKCC&MA) has received funding from the World Bank/International Development Association (IDA) to implement the Greater Kampala Metropolitan Area-Urban Development Program (GKMA-UDP). Kampala Capital City Authority as a participating entity has been allocated funds under the program for the Upgrading and Reconstruction of selected roads to bituminous standards.
2. Kampala Capital City Authority invites sealed bids from eligible bidders for the provision of the above works.
3. Bidding shall be conducted in accordance with the Open Bidding procedures contained in the Public Procurement and Disposal of Public Assets Act, 2003 (the Act) – Order 2021 and the Regulations made under the Act, and is open to all eligible bidders.
4. Interested eligible bidders may obtain further information and inspect the bidding document at the address given at 7(d) from 8:00 am to 5:00 pm from Monday to Friday except on Public Holidays.
5. Bidding Documents in English may be purchased by interested bidders upon the submission of a written application to the address indicated in 7(d) below and upon payment of a non-refundable fee of UGX 500,000 (Five Hundred Thousand Shillings) only, per Lot. The method of payment will be by obtaining a payment reference number (PRN) after which a general receipt shall be issued from Kampala Capital City Authority. The bidding document shall be issued by the Procurement and Disposal Department (PDD) upon presentation of the general receipt at the address given at 7(d).

Bids must be delivered to the address at 7(d) on or before 10^th September 2025, 11:00 am. All bids must be accompanied by a bid security of Uganda Shillings: (please refer to the table below).

Bid securities must be valid until 4^th March 2026. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 7(d) on 10^th September 2025 starting at 11:30 a.m.

6. There shall be a pre-bid meeting followed by site visits at Kampala Capital City Authority Offices starting at 11.00am on 20^th August 2025 followed by site inspections to all roads on the dates indicated in    the proposed schedule in this notice.
7. Bidders should note the following:
   1. Documents may be inspected at: Procurement & Disposal Department, Kampala Capital City Authority, Plot 1-3 Apolo Kaggwa Road, P.O Box 7010, Kampala from 8.00am to 5.00pm from Monday to Friday except on Public Holidays
   2. Documents will be issued from Procurement & Disposal Department, Kampala Capital City AUthority, Plot 1-3 Apolo Kaggwa Road, P.O Box 7010, Kampala from 8.00am to 5.00pm from Monday to Friday except on Public Holiday.
   3. Bids must be submitted Physically to the Procurement & Disposal Department, Kampala Capital City Authority on/before 10^th September 2025 at 11:00 am
