Procurement of land outside the Northern or Southern By-pass corridor for the construction of a Bus Depot (Lot 2) (Re-tender IV)

  1.  Kampala Capital City Authority (KCCA) has allocated funds to be used for the acquisition of land outside the Northern or Southern By-pass corridor for the construction of a Bus Depot.
  2. KCCA now invites sealed bids from eligible bidders for the provision of the above land. There shall be a pre-bid meeting to address any questions regarding the procurement. The pre-bid meeting shall be held at the KCCA LEAP Centre on the dates indicated in the proposed schedule below.
  3. Bidding will be conducted in accordance with the Open Domestic Bidding procedures contained in the Public Procurement and Disposal of Public Assets Act, Cap. 205 and the Regulations made under the Act, and is open to all bidders.
  4. Interested eligible bidders may inspect the bidding documents from the KCCA website: https://www.kcca.go.ug/tenders; and obtain further information from the address below.
  5. The Bidding document in English shall be purchased by interested eligible Bidders upon emailing a soft copy of the officially written application to: kcrrp.proc@kcca.go.ug; and upon payment of a nonrefundable fee of UGX. 100,000/=.

    Note: Bidders who previously purchased the bidding document, and intend to bid again need not to pay the bidding fee again.

    The method of payment shall be online, through the KCCA e-Citie online payment system. The e-Citie system can be accessed from the KCCA website, https://ecitie2.kcca.go.ug/portal/; Payment instructions are also available at https://www.kcca.go.ug/tenders; Evidence of payment should be included in the application email. NO CASH WILL BE ACCEPTED. The soft copy of the bidding document will be sent by email, to the applicant’s provided email address upon submission of the full application.

  6. Bids must be delivered to the address below at or before 11:00 a.m. on Friday 12th December, 2025. Bids must be accompanied by a Bid Securing Declaration. The Bid Securing Declaration must be in the form provided in the bidding document, and must valid until Monday 3rd August, 2026. Late bids shall be rejected. No liability will be accepted for loss or late delivery. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address below at 11:15 a.m. and Friday 12th December 2025.
  7. The key qualification requirements are: registered Power of Attorney, proof of statutory compliance (URSB, PPDA, URA, NSSF), proof of ownership in the seller’s names or proof of authorisation to sell on behalf of the owner, proof of consent to sell (for family or matrimonial property), certificate of title, current Survey Report, location map and pictures of the land.

Note: The land should not be located in Ssentema. Land within wetlands or the vicinity of government security facilities will not be accepted.  The bidding document is to be paid for through the KCCA e-Citie portal. Cash will not be accepted. Bidders who participated in the previous bidding process do not need to pay again.

Kampala Capital City Authority reserves the right to accept or reject any bid.
