  1. The Government of Uganda through the Ministry of Kampala Capital City and Metropolitan Affairs (MKCC&MA) has received funding from the World Bank/International Development Association (IDA) to implement the Greater Kampala Metropolitan Area-Urban Development Program (GKMA-UDP). Kampala Capital City Authority have been allocated funds under the program for the Consultancy Services for Supervision of Construction of Ggaba Market in Makindye Division under GKMA-UDP (under the Pillar 2: Climate Resilience).

  3. Kampala Capital City Authority invites sealed proposals from eligible Consultants for the provision of the above services.
  4. Bidding shall be conducted in accordance with the procedures contained in the Public Procurement and Disposal of Public Assets Act, Cap 205 and the Regulations made under the Act and is open to all bidders/consultants.
  5. Interested eligible bidders/consultants may obtain further information and inspect the proposal documents at the address given below at 8 (a) from 8:00 a.m to 5:00 P.m except on Public Holidays and weekends.
  6. The Proposal document which has been prepared in the English language shall be purchased by interested Consultants at 8(b) upon payment of a non-refundable fee of UGX.300,000/= (Uganda Shillings. Three Hundred Thousand Only). The method of payment will be by obtaining a payment reference number (PRN) from Kampala Capital City Authority, Procurement & Disposal Department after which a general receipt shall be issued.
  7. Proposals must be delivered to the address below at 8 (c) at or before 11:00 am on 1st April 2026. A Proposal Securing Declaration shall be valid until 18th October 2026. Electronic Bidding will not be permitted. Late proposals shall be rejected. Proposals will be opened in the presence of the consultants’ representatives who choose to attend at the address below at 8 (d) at 11.30 am on 1st April 2026
  8. There shall be a pre – proposal meeting/site visit at Kampala Capital City Authority on the dates indicated in the proposed schedule in this notice.
