Ongoing Interventions
Roads Maintenance Activities

  • Directorate of Engineering and Technical Services has made use of the existing framework contracts for road maintenance and also made use of the in-house road maintenance teams in the divisions using force account to repair specific areas in each division
  • KCCA issues call off orders to various contractors to undertake pothole patching and sectional repairs of specific roads in various divisions on a Framework Contract basis.



Kampala City Roads Rehabilitation Project (AfDB) USD 288 Million
KCCA with support from the African Development Bank [loan] shall improve several roads in the city (a total road length of approximately 69km).

  • This road improvement project has been prepared and is ready for implementation having completed designs and tender documentation.
  • Improvements to the geometric layouts, junction, pavement upgrades (civil works) and signalization of 16 junctions.
  • Evaluation for Lot 1 and Lot 2 is almost complete
  • Bids for Lot 3, 4 and 5 have been issued.


JICA Grant Aid Project

  • GoU received a grant from the Government of Japan amounting to approx. 89.0 Billion Uganda Shillings for improvement of 30 junctions (from uncontrolled to signalized) and construction of a Traffic Control Center to enable KCCA manage traffic in the city.
  • Implementation of the project is in advanced stages and the project is expected to start in January 2022 with a duration of 24 months

Kampala Institutional Infrastructure Development project (KIIDP) Batch 2 Roads

  • A number of roads in the city are being reconstructed and upgraded using funds from the World Bank. These roads will have a number of traffic junctions with signals (at 13 locations). Works commenced in May 2019 and are expected to be completed in November 2021. These road projects comprise the following Lots:
  • Lot 1: Upgrading to paved of 5.52Km, Reconstruction and dualling of 4.25Km roads including signalization of 10 junctions in Nakawa and Central Divisions.
  • Lot 2: Upgrading to paved standard of Kabuusu –Bunamwaya- Lweza Road (8.06Km) with 3 traffic signalized junctions.
  • Lot 3: Recycling and Overlay of Lukuli Road (7.71Km) including signalization of the Lukuli/Namasoole/Kayembe junction

  • Construction of 3.28Km of Nakamiro Secondary Drainage channel


AFD Street Lighting Project in Kampala City

  • KCCA is in process of acquiring funding of approximately Euros 77m from the French Development Agency to uplift the lighting status of Kampala City from 8% to 100%.
  • The Euros 70m is a loan whereas 7m is a grant from the European Union.
  • The total of 35,000 lights shall be deployed.
  • Awaiting clearance of the Project by Cabinet.


Kampala City Annuity Roads and Bridges Project (KCARBP) (DFID/UK-EF Funding) USD 250.0 Million

  • A project for rehabilitation of existing paved roads (270Km) and construction of four (4) flyover bridges for pedestrians and one key bridge for vehicles has been prepared with support from DFID, UK. 
  • This project will renew all the old roads that have outlived their design life and need frequent repairs/patching.
  • Funding for the implementation phase is expected to come from UK Export Finance (85%) and from Government of Uganda (15% out of KCCA’s annual budget).

 

Public Transport Reforms in Kampala Capital City

  • KCCA together with the MoWT embarked on a drive to improve public transport in the city so that it meets the travel demands of the growing city.
  • KCCA has embarked on gazetting of specific stages for buses and taxis and restriction of public service vehicles to particular roads within the CBD.
  • MoWT issued route charts to Public transport vehicles.
  • Statutory Instrument for Colour coding of PSVs and restriction of HGV is pending approval by MoWT
  • KCCA signed a concession agreement with a private investor Metu Zhontong to manufacture, supply and operate 1000 buses in the greater Kampala area within a period of two years.
  • KCCA with MoWT & other agencies are in the process of stream lining the Taxi and Boda boda industry by first ensuring mandatory registration.
  • Establishment of Taxi/Boda-boda leadership
  • Gazetting of stages for operation.
  • Development and approval of relevant Statutory Instruments to guide Implementation of key activities
