KAMPALA UNVEILS UGX 11.9 TRILLION STRATEGIC PLAN TO TRANSFORM THE CITY

The Kampala Capital City Authority (KCCA) has launched its five-year Strategic Plan for FY2025/26–FY2029/30, setting an ambitious course to revitalize the capital into a well-planned, inclusive, and resilient city. The plan, valued at UGX 11.9 trillion, will be financed through multiple sources, including central government transfers, climate finance, public-private partnerships, and innovative mechanisms such as municipal bonds.
Launched under the theme “Revitalizing Kampala into a Functional City,” the Strategic Plan builds on the achievements of the National Development Plan III (NDP III) while drawing lessons for NDP IV. It is accompanied by two key accountability tools, the Client Charter and Service Delivery Standards which were also launched to the same day to ensure measurable improvements in the lives of Kampala residents.
“The true measure of success will not be in the quality of these documents but in the visible transformation in our communities, clean streets, quality roads, and improved services. These are the real indicators of progress,” said Jane Kyarisima, Deputy Head of Public Service.
KCCA Executive Director Hajjat Sharifah Buzeki reaffirmed the Authority’s commitment:
“Together with my team, we believe this goal is achievable. This plan is not a mere policy document, but a change tool that will deliver a capital city of opportunity and progress. We call on all stakeholders to join us in this struggle to ensure we deliver a city that works for everyone.”
Lord Mayor Erias Lukwago welcomed the plan, expressing optimism:
“I’m extremely excited to see that these documents are finally here. They give us the framework to manage urban growth and to make Kampala a functional, modern city.”
Five Strategic Objectives
The plan is anchored on five strategic objectives that will guide its implementation:
- Enhance Kampala’s economic growth.
- Increase productivity, inclusiveness, and the wellbeing of the city population.
- Strengthen oversight and governance for efficient service delivery.
- Mainstream climate resilience across city planning and development.
- Strengthen institutional capacity to drive organizational excellence.
Key Targets by 2030
- Upgrade and reconstruct 325 km of roads, increase paved road network from 37% to 52%, and reduce average travel time from 4.2 min/km to 3.0 min/km.
- Construct 80 km of drainage channels, address 103 blackspots, and reduce city flooding.
- Roll out Bus Rapid Transit (BRT) on 14.4 km, extend commuter rail to Port Bell and Kyengera, and advance designs for a Light Rail Transit (LRT) system.
- Decommission Kiteezi landfill, operationalize a new waste treatment facility at Buyala, increase solid waste collection from 55% to 75%, and recycling from 0.19% to 30%.
- Improve literacy to 95%, numeracy to 85%, reduce the pupil-teacher ratio to 30:1, and lower maternal and infant mortality rates.
- Create 10,000 new workspaces for vendors and artisans, expand markets including Kamwokya, Ggaba, Usafi, and Kitintale, and improve access to empowerment programmes.
- Raise staffing levels from 53% to 80%, improve accountability and gender-sensitive budgeting, and raise citizen satisfaction in service delivery from 48.3% to 83%.
- Increasing Non-tax revenue collections from UGX 114.3 Billion in FY2023/24 to UGX 165.55 Billion.
The success of the plan, KCCA leaders emphasized, will depend on collective effort from residents, political leaders, technical staff, the private sector, academia, civil society, cultural and faith-based institutions, and development partners.
“The Plan articulates our vision of a Vibrant, Attractive, Livable, and Sustainable City. With transparency, accountability, innovation, and citizen participation, we will turn this strategy into meaningful results,” concluded Buzeki.
