Land Registration and Administration 

1. Where and when can I submit my transactions?

Transactions are received at the KCCA Client Care Centre tent from Monday to Friday,8am-12:45pm.

2. What transactions can I register at the Ministry Zonal Office?

The Office of titles registers many transactions including but not limited to searches, transfers, mortgages, releases of mortgages, caveats, releases of caveats, special certificates of titles, registration of court orders and decrees, registration of Administrators/Executors, leases, subdivisions, amalgamations, surrenders of leases, extension of leases, freeholds, Variations of leases, easements, and issue of condominium titles

3. How much do the transactions cost and long does it take to register a transaction?

The cost and duration of registration of transactions varies from transaction to transaction but are covered in section 2.3 (pages 15-21) of the MLHUD Client Charter (open link).

4. Where do I get assessment for payment of registration fees and stamp duty for land transactions?

  1. Registration fees

    Assessment for registration fees is done at the KCCA Client Care Centre and the Ministry of Lands, Housing and Urban Development (MLHUD). Payment of any fees assessed is through the bank or mobile banking.

  2. Stamp duty

    Assessment for stamp duty is done at the Uganda Revenue Authority’s Diamond Trust Bank branch on Kampala Road.

PLEASE NOTE that the assessment for transfer of land is only possible after a valuation. This valuation is done by the Valuation Office at the MLHUD Headquarters.
After payment of stamp duty, and ensure that you obtain a stamp certificate and a bar code so that the office can easily verify your payment.

5. Which documents do I need for the different land transactions?

Some of the different documents required are as follows:-

  1. Personal/physical search or issuance of a search statement

    A search application letter/form and evidence of payment of search fees. Search application forms may be obtained at the KCCA Client Care Centre.

  2. Transfer Land

    The land title, a duly filled and witnessed transfer document/form (open link), two (2) consent forms, copies of the parties’ identification documents and passport size photographs, and evidence of payment of stamp duty and registration fees.

  3. Mortgage Property

    The land title, at least three copies of the mortgage deed/agreement for each plot, passport size photographs of the mortgagor and mortgagee as applicable, and evidence of payment of stamp duty and registration fees.

  4. Register a Caveat

    At least three copies of a duly signed and commissioned caveat and statutory declaration showing a caveatable interest, passport size photographs of the caveator, and evidence of payment of stamp duty and registration fees.

  5. Withdrawal/Removal of Caveat

    Duly signed withdrawal of Caveat application (application made by Caveator) or removal of caveat application (application made by another party not Caveator), passport size photograph of applicant, evidence of payment of stamp duty and registration fees.

  6. Release a Mortgage

    Land title, release of mortgage document, evidence of payment of stamp duty and registration fees.

  7. Special Certificate of Title

    Application for a special certificate of title accompanied by statutory declaration, passport size photographs of the registered proprietor/applicant, and evidence of payment of stamp duty and registration fees. Client pays Gazettement fees to Uganda Printing and Publishing Company to gazette notice issued by Office of Titles.

  8. Replacement of Certificate of Title

    Application to replace certificate of title, old or dilapidated title and evidence of payment of title charge.

  9. Register a Court Decree or Order

    Court decree/order, evidence of payment of registration fees.

  10. Register a Lease

    Lease agreement/documents, passport size photographs of the lessor and lessee, land title (where applicable) and evidence of payment of stamp duty and registration fees.

  11. Register Administrators/Executors of a will

    Cover letter, certified copy of letters of Administration and evidence of payment of registration fees.

  12. Subdivision of Plot/Amalgamation of plots

    Duly processed mutation forms, deed prints and evidence of payment of registration fees and title charges (per title).

  13. Surrender of Lease

    Surrender deed and evidence of payment of stamp duty and registration fees.

  14. Extension of lease

    Lease variation deed/document and evidence of payment of stamp duty and registration fees.

6. Are coloured photocopies and scans of signatures and documents acceptable?

  No. The land registry only handles original documents and/or properly certified copies of the original documents.
