KAMPALA DIVISION MAYORS, COUNCILLORS SWORN IN AS NEW TERM BEGINS

Newly elected division mayors and councillors in Kampala were sworn into office this week, marking the start of a new five-year political term across the Ugandan capital.
Salim Uhuru took oath Tuesday as mayor of Kampala Central Division during a ceremony held at City Hall and presided over by Chief Magistrate Rita Kidasa. Thirty-nine councillors were also sworn in.
Acting Town Clerk for Kampala Central division Douglas Nsubuga, handed Uhuru instruments of power, including Uganda’s 1995 Constitution as amended, the KCCA Act Cap 195, the Local Government Act Cap 138 and the rules of procedure governing Kampala Capital City Authority councils. The same instruments were handed over to the sworn in Mayors and Councilors in the other divisions.
The ceremonies formally ushered in the 2026–2031 term for division leaders tasked with overseeing local governance and service delivery in the city.
In Nakawa Division, singer-turned-politician Ali Bukeni, popularly known as Nubian Li, was sworn in as mayor alongside councillors.
Makindye Division Mayor Yasin Omar also took oath during a ceremony held at the division headquarters, where councillors were sworn in as well.
In Lubaga Division, Mawula Mberaze Zacky was sworn in as mayor.
Kawempe Division conducted its swearing-in ceremony on May 25, where Emmanuel Sserunjogi officially began his term as mayor together with councillors.
The five divisions are now expected to elect speakers and deputy speakers for their councils in the coming days. Division mayors are also expected to appoint executive committees that will oversee administration and implementation of council programs.
The new leaders assume office as Kampala faces growing urban challenges, including poor drainage, waste management concerns, traffic congestion and pressure on public services.
