KCCA DEEPENS COLLABORATION WITH CITY LEADERS TO BOOST SERVICE DELIVERY

Kampala Capital City Authority (KCCA) is strengthening partnerships with local leaders to enhance service delivery and deepen citizen participation across the capital.
On Friday, KCCA Executive Director Hajjat Sharifah Buzeki convened LC2 chairpersons, Resident City Commissioners (RCCs), and NRM Division chairpersons at Maya Nature Resort to discuss governance coordination, achievements under the Third National Development Plan (NDP III), and planned interventions under NDP IV.
The meeting also highlighted KCCA’s Service Delivery Standards and Client Charter, which outline residents’ service entitlements, access procedures, and complaint mechanisms.
Officials further introduced the authority’s Five-Year Strategic Plan (2025/26–2029/30), detailing priorities for infrastructure development, urban planning, inclusivity, and climate resilience.
“We appreciate the support you have given to government programmes and to KCCA. Working together through established structures is the only way we can deliver quality services to the people of Kampala,” Buzeki said.
She announced that these engagements will now be held quarterly, creating a platform for alignment, accountability, and follow-up on city programmes.
“This will not be a one-off meeting. We are institutionalising these engagements, and the next one will be held in the third quarter of this financial year,” she said.
Deputy Executive Director Benon Kigenyi highlighted KCCA’s projects as instruments for community empowerment. He said roadworks, public facilities, and other initiatives are designed to improve livelihoods while enhancing public spaces.
“Our projects are designed with communities in mind. Roadworks and other initiatives create livelihoods for residents, especially the urban poor, while also improving mobility, sanitation, and access to essential services,” Kigenyi said.
He noted that 29 public toilets completed across the city last year are freely accessible, promoting public health and convenience for residents.
“We are not just building roads and facilities, we are creating spaces that serve the people, improve health, and make the city more liveable for everyone,” Kigenyi said.
Kigenyi also announced plans to expand the city’s tarmacked road network from 700 to 1,100 kilometres to better connect communities and open access to economic opportunities.
He encouraged the leaders and residents to support city development by paying property taxes on time.
“When residents contribute through taxes, we can plan and deliver more services that directly improve their lives,” he said.
Leaders were also urged to report drainage blockages and promote proper waste management practices to keep the city clean and safe.
Resident City Commissioner AlHajji Umar Lule Mawiya commended KCCA for convening the meeting, saying such engagements bring the authority closer to the people and strengthen community participation in city development.
“These platforms are important because they bring KCCA closer to the residents, foster dialogue, and ensure that service delivery meets community needs,” Mawiya said.
NRM Makindye Division Chairperson Hussein Lukyamuzi and former MP John Ssimbwa also praised the initiative, noting that it bridges the gap between the authority and communities.
“This kind of interface reduces the gap between KCCA and the community and improves participation in service delivery,” Ssimbwa said.
The session concluded with a strong appeal for peaceful conduct during the upcoming general elections.
“Let us all commit to peaceful elections. Stability and cooperation are key to continued progress in our city,” Mawiya said.
