MP’S INSPECT PHILIP OMONDI STADIUM AS KCCA SEEKS UGX 39.4B BOOST

The Parliamentary Committee on Presidential Affairs has toured the Philip Omondi Stadium under construction, as Kampala Capital City Authority (KCCA) appealed for additional funding to complete the facility and install a new FIFA-standard artificial turf.
Led by Chairperson Alex Byarugaba, MP for Isingiro County South, the committee visited the site Thursday to assess progress and review the use of government funds allocated to the project.
“We are here to see what you are doing and how you are using the money,” Byarugaba said, emphasizing Parliament’s oversight role in ensuring accountability and value for public investment.
The stadium, designed to seat 10,000 spectators, is being developed in phases. Government has so far invested UGX 16 billion for the first two phases, implemented by Sarjan Construction. Completed works include development of the primary stands, players’ and coaches’ dormitories, and other foundational infrastructure.
KCCA officials told lawmakers that UGX 55 billion is required to fully develop the stadium to national and continental standards, leaving a funding gap of UGX 39.4 billion.
A key concern is the playing surface. The current artificial turf, installed 10 years ago, expired in January 2026. Officials said replacing it is a mandatory safety requirement for competitive matches. KCCA is requesting UGX 3.7 billion to install a new FIFA-standard turf to ensure compliance, protect player welfare and enable the venue to host top-level games.
Additional pending works include floodlights, mechanical and electrical systems, ICT infrastructure and other requirements necessary for Confederation of African Football certification.
KCCA Executive Director Sharifah Buzeki noted that the authority operates one of Uganda’s leading football clubs, KCCA FC, a Uganda Premier League side with a record of league and cup success.
Minister for Kampala Capital City and Metropolitan Affairs Minsa Kabanda described the project as a strategic national investment benefiting both Kampala and the country.
“We run the football club to enhance community development through sports and talent identification,” Buzeki said. “With more than 70 percent of Uganda’s population below the age of 30, this stadium is an investment in youth empowerment, employment and national pride.”
Anisha Muhoozi the KCCA CEO, said upon completion, the multi-purpose facility is expected to host various teams and events, including the Parliamentary Games, and serve more than 10,000 users. Planned amenities include a media center and press room, viewing areas for persons with disabilities, dining and kitchen facilities, modern dressing rooms, and fully developed primary and secondary stands.
The committee’s visit forms part of Parliament’s ongoing oversight of public infrastructure projects, with members expected to make recommendations on the requested additional funding.
