PM NABBANJA COMMENDS KCCA ON ROADS, GARBAGE SORTING

Prime Minister Rt. Hon. Robinnah Nabbanja has applauded the Kampala Capital City Authority (KCCA) for its ongoing efforts in road infrastructure improvement and advancing garbage sorting initiatives, which are gradually transforming the city’s appearance and sanitation standards.
Nabbanja, who represented President Yoweri Museveni at the Africa Public Service Day 2025 celebrations held on Monday at Kololo Ceremonial Grounds, said the President has consistently emphasized the importance of proper waste management through the separation of degradable and non-degradable waste.
“This is what the President has emphasized. If we can have different dustbins for degradable and non-degradable waste, then encourage sorting, the city will look clean,” Nabbanja said during a visit to the KCCA exhibition stall. “There should be a big penalty for mixing garbage.”
In response, KCCA Executive Director Hajjat Sharifah Buzeki said the Authority is working on a new Solid Waste Management Ordinance that will introduce penalties for improper waste disposal. “We are going to replace street bins with dual compartments to support garbage sorting,” she added.
The Prime Minister also commended the Authority for its progress in road construction and urban organization, highlighting KCCA’s vital role in enhancing service delivery in the capital.
KCCA is currently implementing the Kampala City Roads Rehabilitation Project KCRRP where at least 70 kilometers of roads are being worked, with roads like Salaama, Old Portbell, Spring, Luwafu, Old Mubende, Sunna II, Kigala, and Industrail Area roads, among others.
Under the Phase I of the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) KCCA is working on 15 roads including, Kira, Katalemwa, Muganzirwazza, and Kyebando 32X among others.
This year’s APSD was held under the theme “Empowering Marginalized Communities Through Better Governance.”
The continental event, commemorated annually, provides a platform for public institutions to reflect on their contribution to social and economic transformation and recommit to responsive governance.
A symbolic march from the Ministry of Public Service to Kololo marked the start of the event, drawing participation from various ministries, departments, and agencies.
Among the dignitaries present were Minister of State for Public Service Grace Mary Mugasa, Yunus Kakande (Parmanent Secretary Office of the President), Dr. Diana Atwine (Permanent Secretary, Ministry of Health), Maj Gen. David Kasura Kyomukama (Agriculture, Animal Industry and Fisheries), and Mr. Aggrey Kibenge (Gender, Labour and Social Development) among others.
KCCA’s exhibition showcased a wide range of services and innovations. These included automated revenue systems for licensing and property valuation, an improved digital platform for development applications, cutting turnaround time from four months to four weeks and educational materials on the road naming process.
