KCCA TAKES CIVIC EMPOWERMENT DRIVE TO KAWEMPE AND NAKAWA
PUBLISHED — 17th, December 2025Kampala Capital City Authority (KCCA) has continued its citywide civic competence and community empowerment initiative, engaging local leaders and Village Health Team (VHT) members in Kawempe and Nakawa divisions.
The engagements, led by Deputy Executive Director Benon Kigenyi, were held on Wednesday at Makerere University for Kawempe Division and at Nakawa Division headquarters.
During the meetings, KCCA officials presented the Service Delivery Standards, Client Charter, and the Five-Year Strategic Plan for 2025/26–2029/30, which outline residents’ service entitlements, access procedures, complaint mechanisms, and the city’s development priorities.
Addressing participants in Nakawa, Kigenyi urged communities to actively demand quality services, noting that the documents shared should be used to hold the Authority accountable.
“We have made promises for the next five years. This is the marking guide you will use to assess whether we have delivered,” Kigenyi said.
He reaffirmed KCCA’s commitment to key projects, including the construction of Nakawa Market and Kiswa Health Centre, and commended LC II chairpersons for supporting government programmes such as the Parish Development Model (PDM).
VHTs were praised for their voluntary service in epidemic control, mosquito net distribution, and mobilisation for health services.
“VHTs are our foot soldiers at the grassroots. Your sacrifice ensures services reach the people,” he said.
Nakawa VHT Coordinator Ms Annet Obore Taka thanked government and KCCA for supporting VHTs, citing the provision of smartphones that have improved coordination and reporting, while calling for additional support in the form of equipment, including home-based care kits.
LC II Chairperson for Kiswa II Parish, Mr Ssegabe, emphasized the importance of sustained collaboration between KCCA and local leaders to strengthen service delivery.
Similar engagements began on Tuesday in Central Division at Bat Valley Primary School and are scheduled to conclude on Thursday in Makindye and Friday in Lubaga division.
KCCA says the outreach is designed to ensure residents understand their rights, track service delivery, and engage directly with the Authority, making accountability and transparency part of everyday community life.
