KCCA Executive Director

Jennifer Semakula Musisi, is the Executive Director of the Kampala Capital City Authority (KCCA). In this role, she is charged with all executive functions of managing Kampala City. Her appointment comes under the KCCA Act of 2010 which changed the management structure of the Capital city to establish the office of the Executive Director who is accountable for the management of the Capital city. The Act redefines the office of the Mayor (now called Lord Mayor) to a largely ceremonial role within the City.

Profile

She comes to the role as a seasoned leader of integrity with a strong administrative and legal background. She has significant experience from both the public and private sectors where she has honed her leadership and management skills to transform and manage teams. In this regard, she is one of the key leaders that oversaw the successful restructure and reform of the Uganda Revenue Authority (URA). Prior to her appointment, Mrs. Musisi spent 13 ½ years working with the URA where she held various roles of increasing responsibility. Her former position was the office of the Commissioner Legal Services and Board Affairs (URA). During these years her work involved policy formulation and implementation both at the Board and Management levels. She has provided both strategic and operational leadership and oversaw the establishment and effectiveness of the In-house Legal function at the URA raising it to a formidable level. In addition, she played a key role in the capacity building programs for individuals and groups within the organisation, and has over the years worked closely with the Board of Directors, Commissioner General and the Senior Management Team with whom she developed administrative systems that have been key to underpinning the transformation of the URA.

Her work involved instilling and reinforcing discipline and integrity in staff, both as a member of the Senior Management Team, and more specifically as the Chair of the Management Disciplinary Committee.  She has been at the helm of transforming and building up the URA Legal Firm into a highly successful and professional Department, and in the process been involved in building stake-holder compliance in the taxpaying community. In addition, she was involved in developing the corporate rebranding initiatives that were a key in the transformation of URA restructuring Programme.

During her tenure at the URA her Department had interfaced with other stakeholders such as Government ministries, the Tax Appeals Tribunal and Courts of Judicature at all levels. Her brief has involved dealing with cross-cultural leadership dynamics by collaborating with colleagues within the East African Community. She worked to build an efficient harmonisation process of the East African Community’s objectives.

She started her career as a State Attorney with the Directorate of Public Prosecutions from where she moved to Makerere University in a legal capacity where she served for 9 1/2 years.
She is the holder of a Masters in Public Administration and Management and Bachelor of Laws Degrees, both of Makerere University. She has additionally trained at various institutions including The George Washington University and Harvard Law School.  She is an enrolled Advocate of the High Court of Uganda as well as a Commissioner for Oaths; is a member of the Uganda Law Society and holder of The Medal Of Achievement for Distinguished Service to The Nation of Kings College Budo of 2008.
